They don't answer to the state, they answer to themselves and that is not fair to anyone. I don't want to waste my time telling you all of the other ways that I think they are doing this but I don't trust the Indian casinos any longer and I have visited many. They also turn machines off if they win, attendants always following you around and watching machines so that they can inform the control people.
The machines are totally different, I know this because of many visits at many different times on the same machines. It is all very controlled, they decide when to pay and when not to pay, it's as simple as that and if you don't agree or believe this then just go and try to win early on a weekday when it's not busy and you will see. I don't believe the experts random generator etc, etc. I saw the control room by mistake when someone left the door ajar one day a few years ago and was quickly escorted away from that area on the floor.
You can just sense and feel it when no one is winning anything.
I say this because of how different one day is from the next, mostly flat out losing fast. Hours and hours, so many slots and it is my opinion that they are very controlled. This is not a sore loser story, I have won some but lost much more over the past few years playing at Four Winds slots.
